자신의 딸들이 스쿨 버스 기사로부터 성적 학대를 당했다고 주장하는 한 학부모가 프라스퍼 교육구를 상대로 거액의 소송을 제기했습니다. 신한나 기자입니다. 

<기자> 프로스퍼 교육구(Prosper ISD)가 딸들이 스쿨 버스 기사로부터 성적 학대를 당했다고 주장하는 학부모로부터 고소를 당했습니다. 

지난 25일 해당 학부모는 2021~22학년도 동안 당시 5세와 7세였던 두 딸이 스쿨 버스 기사로부터 100여차례 성적 학대를 당했고, 프라스퍼 교육구가 이들을 보호하기 위해 충분한 조치를 하지 않았다고 주장하며 500만여 달러의 피해 보상금 소송을 제기했습니다. 

지난 학기 동안 이 자매는 프랭크 파니아구아(Frank Paniagua)라는 기사가 운전하는 버스를 이용하도록 배정됐는데, 그의 성범죄 행위는 작년(2021년) 9월초 시작됐습니다. 

검찰 조사에 따르면 파니아구아는 동생의 경우 안전 벨트 작동을 도와주는 척하며 부적절한 접촉을 했으며 스쿨버스에서 동생을 먼저 내리게한 후엔 언니를 상대로 수십차례 성폭력을 행사한 것으로 전해졌습니다. 파니구아는 학교 관리자들에게 두 자매중 언니가 쓰레기를 줍기 때문에 항상 버스에서 늦게 내린다고 거짓말을 한 것으로도 밝혀졌는데, 스쿨 버스 하차 감독을 하는 교직원이 1명 뿐이었던 것으로 알려졌습니다. 

한편 두 자매의 부모는 올해 5월 스쿨버스 기사가 두 자매에게 상품권을 주고 싶어한다는 얘기를 딸들로부터 들은 후 이상하게 여기고 지켜보다 같은 달 7일 프로스퍼 교육구와 경찰에 신고했습니다. 

그 후 파니아구아는 5월 11일에 아동 성적 학대 등 다수의 혐의로 체포됐는데, 교도소 수감 중 2층에서 뛰어 내려 사지가 마비되는 부상을 입고 지난 6월 11일에 사망했습니다. 

피해 가족을 대리하는 레비맥카선(Levi McCarthen) 변호인은 프로스퍼 교육구가 성적 학대 피해가 신고된 후 문제의 버스를 이용하는 다른 아동의 학부모들에게 관련 사실을 고지하는 조치도 하지 않았으며, 피해 학부모가 교육감으로부터 미디어 등에 공개적인 발언을 삼갈 것을 요구하는 무례한 전화를 받았다고 밝혔습니다.
