전문직 취업비자 발급 기준 강화…”3분의 1이 거절될 것”

정부가 전문직 취업 비자(H-1B) 발급 요건을 강화한다고 6일 발표했습니다.

케네스 쿠치넬리 국토안보부 차관 대행은 이날 “미국 기업들이 임금을 낮추기 위해 제도의 허점을 남용했다”면서 H-1B 비자로 취업한 노동자에 대한 최저임금을 인상하고, 학위 요건도 강화하기로 했다고 밝혔습니다.

오는 8일부터 시행될 예정인 새 연봉 기준은 기존 H-1B 비자 보유자에게도 적용되는 만큼 비자 갱신에도 영향을 줍니다.

그동안 대학 학위나 동등 수준의 경력이 있으면 H-1B 비자를 신청할 수 있었지만, 앞으로는 종사 분야에 맞는 학위를 보유해야 합니다.

대학 학위가 필요 없는 패션모델만 이 규정의 예외가 됩니다.

쿠치넬리 차관 대행은 “기업들이 그간 더 많은 급여를 받는 미국 노동자를 해고하고 값싼 외국 노동력으로 이를 대체해왔다”며 “새 기준에서는 H-1B 비자 신청자의 3분의 1이 거절될 것”이라고 말했습니다.

노동부에 따르면 H-1B 비자 소지자의 3분의 2 이상이 인도 출신, 10% 이상이 중국 출신입니다.

매년 최대 8만5000명이 이 비자를 받아 현재 약 50만명이 미국에 거주 중입니다.

H-1B 비자 강화 방침은 도널드 트럼프 대통령이 취임한 2017년 이미 예고됐습니다.

비자가 미국인 일자리를 빼앗는다고 보는 트럼프 행정부는 이번 규정 변경 전부터 H-1B 비자 발급을 엄격하게 운용했습니다.
